This article analyzes the issues of unifying the legal regulation of information services in state bodies and organizations, using the draft Information Code of the Republic of Uzbekistan as a primary case study. The research scientifically examines problems such as the fragmentation of existing legislation, the duplication of legal norms, and the dualism inherent in the legal status of information service heads (press secretaries). During the study, a comparative legal analysis was conducted involving international ISO/IEC 27001 standards and the norms of the CIS Model Code. The article puts forward scientific and legal proposals aimed at strengthening the hierarchical position of information services, prohibiting the imposition of additional duties outside their functional scope, and implementing professional codes of ethics. In conclusion, the author substantiates that the codification process is essential for ensuring transparency in public administration and guaranteeing citizens' rights to access information.
