This article examines the civil law regulation of the right to use state property, focusing on its legal nature, forms, and implementation mechanisms. The study analyzes the participation of the state as an equal subject in civil law relations, as well as the contractual and legal foundations for leasing and managing state-owned assets. Based on the provisions of the Civil Code of the Republic of Uzbekistan, the Law “On State Property Management,” and Cabinet of Ministers Resolution No. 660, the article highlights the interaction between civil law and administrative control mechanisms. Particular attention is paid to the role of electronic platforms (“E-ijara,” “E-auksion,” “online-ijara.uz”) in ensuring transparency, competition, and effective monitoring of state property use. The article also considers international practices in state property management and emphasizes the importance of balancing economic efficiency with the preservation of the social functions of public assets.
