This article provides a theoretical and practical analysis of the functional balance and mutual integration mechanisms between strategic and operational planning within the public administration system. Synthesizing key insights from global management paradigms, the author examines the operational distinctions and systemic linkages between policy formulation and execution. The institutional factors characterizing the transition from directive to indicative planning in post-Soviet governance models are thoroughly assessed. Drawing on public administration reforms in Uzbekistan, particularly the “Uzbekistan – 2030” Strategy, the paper articulates actionable scientific recommendations for cascading objectives, key performance indicators (KPIs), medium-term budgetary alignment, and strategic feedback loops.
