This thesis provides a socio-philosophical analysis of personal data protection, privacy, and ethical responsibility in the activities of public servants under the conditions of artificial intelligence and digitalization. Although digital governance enables public authorities to collect, process, and analyze large volumes of data rapidly, these capabilities require a reconsideration of the boundaries governing public servants’ use of information about citizens. Particular attention is paid to the need to balance the effectiveness of digital public administration with the protection of citizens’ rights and compliance with ethical principles in the handling of personal data.
