This article provides a systematic analysis of the problems associated with the distribution of powers between central (republican) and local government authorities in the Republic of Uzbekistan. The legal framework is examined through the 2023 revised Constitution, the Laws “On Local State Authorities” and “On the Civil Service,” as well as reform documents adopted in 2024–2026, including Presidential Decree No. PF-186 of October 21, 2025, which initiated the transfer of district (city) divisions of republican executive authorities into the structure of local khokimiyats. Excessive centralization, duplication of functions, fiscal dependence, and the lack of normative consolidation of the principle of subsidiarity are identified as the key problems. Based on a comparative analysis of international experience, including the European Charter of Local Self-Government and the practices of Poland and Georgia, specific and evidence-based proposals are developed in five areas: fiscal optimization, decentralization across all sectors, staffing optimization, the transfer of powers and responsibilities to lower levels of government, and accountability of the lowest-level implementing officials.
