
THE INITIAL RESPONSE TO NATURAL DISASTERS IN THE CIVIL DEFENSE SYSTEM OF UZBEKISTAN

This article is devoted to the historical development of the civil defense system of Uzbekistan in response to natural disasters. The study analyzes hazardous natural events and their impacts on human life, the environment, and the economy, as well as global and local statistical data. The transformation of the civil defense system from a local air defense structure to a system capable of responding effectively to natural disasters is thoroughly examined. Case studies include the 1964 Zarafshan River flood, the 1966 Tashkent earthquake, and the 1967 floods in Andijan and Fergana regions. The study highlights the active participation, courage, and efficiency of civil defense personnel and organizations in mitigating natural disasters, as well as the measures taken at the republican and Union levels. The results demonstrate that the formation of the civil defense system represents an evolutionary process of ensuring human safety, with significant social, economic, and political relevance in both wartime and peacetime.
