This article highlights major reforms in the field of migration and residence registration in Uzbekistan under the leadership of President Shavkat Mirziyoyev. It focuses on the implementation of constitutional rights to freedom of movement and the choice of residence. Key legal documents, including the new edition of the Constitution (2023) and the 2025 law on registration, are analyzed. The article also discusses the introduction of the “E-xabar berish” system, simplification of registration procedures, and efforts to prevent bureaucratic and corrupt practices.

This article explores the philosophical and mystical interpretations of the concept of the “Perfect Human” (al-Insān al-Kāmil) in the works of Fakhr al-Din al-Razi, a prominent Islamic scholar and theologian of the 12th century. Using historical-analytical, textual, comparative, and philosophical methods, the study investigates how al-Razi integrates rational theology, practical wisdom, and spiritual ethics in his approach to human perfection. Although he did not author a dedicated treatise on the “Perfect Human”, al-Razi frequently addressed related themes such as intellectual maturity, ethical excellence, and spiritual purification in works like Tafsir al-Kabir, Asrar al-Tanzil, and Mabahith al-Mashriqiyyah. The paper compares al-Razi’s views with those of other key thinkers such as Ibn Sina, al-Ghazali, and Ibn Arabi to reveal his unique synthesis of rationalism and spirituality. Ultimately, al-Razi emphasizes the role of practical intellect as a central tool in the journey toward human happiness (saʿāda) and moral-spiritual excellence.

This article analyzes the theoretical foundations and practical directions of public diplomacy during times of crisis. Against the backdrop of escalating geopolitical tensions, conflicts, natural disasters, and climate crises, public diplomacy is gaining increasing importance. The author highlights the goals, tools, and strategic relevance of crisis public diplomacy through international practice, historical examples, and contemporary analysis. The article also explores Uzbekistan’s experience and the opportunities within the framework of the Shanghai Cooperation Organization.

This scientific article presents a comprehensive analysis of the impact of conflicts such as the Russia–Ukraine war, the conflict between Israel and the Gaza Strip, the civil war in Sudan, and the Yemeni crisis on energy prices, food supply chains, inflation, financial markets, as well as international trade and logistics systems. The rise in energy and food prices triggered by these conflicts has exacerbated macroeconomic instability in many countries, pushing global inflation to an annual rate of 8–9%. International sanctions and trade restrictions have led to a slowdown in global trade, decreased investor confidence, and disruptions in production and logistics chains. As a result, developing countries are suffering the most from the food and energy crises, and the demand for international humanitarian aid has reached record levels. The results of this study indicate that to ensure global economic stability amid ongoing wars, countries need to strengthen cooperation, diversify supply sources, and coordinate macroeconomic policies.

This article examines the contradictory process of global changes in the modern world, associated with the rapid growth of social inequality, the solution of which is one of the most important problems determining the direction of societal development. This, of course, requires the development of new approaches to cognition, since existing knowledge does not fully correspond to its adequate solution in socio-political processes. "Social stratification" determines the essence of inequality through the internal division of people in a certain society, which is a complex process associated with their various social activities.

This article examines the issues arising from conflicts between special norms in criminal law. The author analyzes methods for the correct legal qualification of an act in cases of competition between general and special norms, as well as in situations where multiple special norms are in conflict. In particular, the article explores in detail the competition between special norms that contain aggravating or mitigating elements, emphasizing the need to uphold the principles of justice and humanism when applying legal norms. Using complex practical examples, the author substantiates the necessity of introducing clear rules and criteria in legislation to resolve conflicts between special norms. This would allow for accurate assessment of the elements of a crime and help prevent errors in legal qualification. The article also presents the views of leading legal scholars and an analysis of foreign experience on this topic.

The article explores information from the Chinese written source “Ming shilu” (“True records [of the deeds of the emperors of the] Ming Dynasty”) about trade and ambassadorial relations between the empire of Amir Temur and the Ming Dynasty. The work “Ming shilu” is dedicated to the history of the Ming Dynasty and describes the more than 270-year chronology of the reign of sixteen emperors of the Ming Dynasty. The collection examined in this article is “Ming shilu leizuan. Shuwei shilao juan” (“Compilation of the Min Shilu sections. Chapters of historical materials on foreign relations”) is a collection of extracts from the “Ming Shilu” on foreign countries with which Minsk China maintained relations. The Yongle Emperor actively encouraged the expansion of trade and tried to increase the number of embassies arriving in China. A large section is devoted to the relations of the Ming Emperors with Samarkand. Among the gifts sent by Samarkand to the Ming emperors, the second place after horses was occupied by jade.
