INSTITUTIONALIZATION OF CIVIC PARTICIPATION IN ENSURING PUBLIC SAFETY: THE JAPANESE MODEL

Abstract

The article provides a comprehensive analysis of the history, modern system and effectiveness of the institutionalization of civic participation in ensuring public safety in Japan. The influence of Confucian and Shinto ethics, the koban and chūzaishō systems, as well as the legal framework and institutional features are studied in depth.
