This article analyzes the process of stabilizing the ecological environment scientifically and theoretically based on an institutional approach.The research substantiates the interrelated and complementary functions of public administration, economic regulation, public participation, and international cooperation institutions in ensuring environmental sustainability.The systematic importance of regulatory and legal norms, management mechanisms, and economic incentives in maintaining ecological balance is revealed. As a result, scientific findings highlight the direct relationship between the effectiveness of environmental policy and the consistency of the institutional system and the level of development of environmental awareness.
