Under the pretext of resettling Russian-speaking populations, local inhabitants were forcibly deprived of their lands, and rifles were distributed to protect newly arrived Russian peasants. The expansion of monetary relations and the spread of usury, along with increasing unemployment, led the authorities to seek ways to reduce the number of jobless people by relocating them to Turkestan. As the rural population continued to decline, forced resettlement into Turkestan intensified. Efforts were made to develop the lands of Mirzachul, while at the same time restricting the movement of new settlers. Thus, population resettlement to Turkestan, the development of Mirzachul lands, and the imposition of settlement prohibitions became key components of the imperial policy.
