THE TRANSFORMATION OF NEW UZBEKISTAN’S FOREIGN POLICY: A PRAGMATIC MODEL SERVING THE INTERESTS OF THE PEOPLE

This study analyzes Uzbekistan’s foreign policy through the lens of an active, open, pragmatic, and rational approach. It examines the transformation of foreign policy from a declarative framework into a strategic model oriented toward practical outcomes. The study also explores initiatives aimed at developing regional cooperation, advancing the “Central Asia Plus” formats, and elevating cooperation with leading actors such as the United States, the European Union, and China to an institutional level. The essence of foreign policy processes is examined through such concepts as realism, complex interdependence, soft power, two-level diplomacy, and the regional security complex.
