This article analyzes the conceptual, legal, and institutional foundations for strengthening social and political trust between the state and society at the contemporary stage of development of New Uzbekistan. The study was prepared in accordance with an international academic structure, within which state–society trust is interpreted not merely as political rhetoric or unconditional approval of government decisions, but as a strategic internal resource that ensures the legitimacy, acceptance, and sustainability of ongoing reforms. The article examines the tripartite configuration of state–citizen–society relations, the principles of procedural justice, the architecture of digital trust, the role of the “Initiative Budget” and the mahalla institution, as well as the impact of anti-corruption measures on institutional trust. Based on the findings, a six-criterion model for assessing institutional trust in New Uzbekistan is developed. The article also proposes a formula for sustainable trust: “Outcome + Fair Process + Explanation + Opportunity for Correction.” Practical recommendations are put forward to further strengthen trust between the state and society.
